Abstract

Realizing disaster-resilient district governance is a major challenge. Factors that greatly influence the achievement of this goal include community empowerment, social and economic resilience, infrastructure and institutional strength, adequate funding support, commitment of regional leaders, openness of information and communication, and involvement of the business world, media, academics, and the community. In this context, the role of the Disaster Risk Reduction (DRR) Forum and Pentahelix collaboration are key elements in encouraging the realization of disaster-resilient districts. However, district governments still face various challenges, such as low commitment to disaster-resilient village forums, minimal awareness of the importance of prevention and mitigation efforts, low community preparedness capacity, socio-economic disparities between villages, and low village resilience indexes and regional resilience indexes to disasters. In addition, the allocation of disaster management funds through the Village Budget is often insufficient. The regional resilience index itself is the main indicator in measuring the success of disaster development at the district level, which consists of three main assessment components: threats or hazards, vulnerability, and capacity. One strategic solution to increase the value of this index is to strengthen the role of village PRB forums, through increasing community knowledge and awareness, reducing vulnerability, strengthening capacity, and implementing mitigation programs and preparedness training in dealing with disaster emergencies.
